Description

The Program Manager will lead and scale compliance and enforcement mechanisms within Amazon’s Last Mile delivery network across AMET (UAE, Saudi Arabia, Egypt, Turkey). This role requires end-to-end ownership of cross-functional initiatives, strong stakeholder management, and analytical rigor.

Manage and execute multiple compliance, safety, and operational programs simultaneously, ensuring timelines and deliverables are met.

Collaborate with Business Coach, Legal, TRC, and Operations to implement process improvements and resolve high-impact risks.

Develop and maintain SOPs, MEPs, and escalation paths that standardize enforcement and governance across delivery programs.

Partner with Business Coaches (BCs) and Delivery Service Partners (DSPs) to enforce policies and drive adherence to Amazon’s Supply Chain Standards.

Investigate, document, and resolve escalations related to DSP misconduct, safety violations, or property damage cases.

Lead post-incident reviews and implement preventive mechanisms to reduce recurrence.

Leverage data tools (Excel, SQL, QuickSight) to monitor KPIs, analyze performance trends, and present insights to senior leadership.

Drive continuous improvement initiatives to enhance compliance maturity and reduce operational risk exposure.

Partner with Workforce Staffing, Social Responsability and other internal teams to ensure recruitment, onboarding, and workplace safety practices align with regulatory requirements.

A day in the life
You will operate at the intersection of compliance, safety, and operations — balancing tactical program delivery with strategic planning. You’ll collaborate with local and regional teams to:

Execute MEPs (Monitoring & Enforcement Plans) and exit mechanisms across multiple programs (DSP1.0, 2.0, EDSP, DSPL).

Manage escalations and claims across AMET with internal and third-party partners, ensuring timely and fair resolutions.

Monitor vendor performance and compliance metrics, escalating cases of non-adherence through formal enforcement channels.

Support training sessions, audits, and operational reviews that strengthen accountability across the DSP ecosystem.

About the team
The Network Health (NH) and Trust & Safety (T&S) teams work together to protect Amazon’s Last Mile operations by driving compliance, partner accountability, and safety across the AMET region (UAE, Saudi Arabia, Egypt, and Turkey).

Network Health owns the end-to-end compliance and enforcement lifecycle for Delivery Service Partners (DSPs) — from risk identification and MEP (Monitoring & Enforcement Plan) management to exit governance and performance reviews. The team ensures that all DSPs operate safely, ethically, and in alignment with Amazon’s Supply Chain Standards and local labor regulations.

Trust & Safety complements this work by focusing on driver-level safety, identity verification, and incident resolution programs such as Sentinel, DWEL, and DAF, ensuring that both DSPs and drivers uphold Amazon’s zero-tolerance standards on compliance and worker welfare.

This role operates at the intersection of both functions, helping deliver secure, compliant, and sustainable operations in one of Amazon’s fastest-growing regions.
Fluency in Turkish (spoken and written) is mandatory, as the position supports Turkish-speaking DSPs and cross-functional teams.

Basic Qualifications

– Speak, write, and read fluently in Turkish
– 3+ years of program or project management experience
– 3+ years of working cross functionally with tech and non-tech teams experience
– 3+ years of defining and implementing process improvement initiatives using data and metrics experience
– Master’s degree, or Bachelor’s degree
– Knowledge of Excel (Pivot Tables, VLookUps) at an advanced level and SQL
– Experience defining program requirements and using data and metrics to determine improvements

Preferred Qualifications

– 3+ years of driving end to end delivery, and communicating results to senior leadership experience
– 3+ years of driving process improvements experience
– Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
– Experience building processes, project management, and schedules
