Job Description

Head of Inclusion- GEMS Modern Academy, Dubai

Role Purpose:

GEMS Modern Academy is seeking a passionate and experienced Head of Inclusion to lead, develop, and manage the provision for students with Special Educational Needs and Disabilities (SEND), English as an Additional Language (EAL), Gifted and Talented (G&T) students, and those requiring additional academic or emotional support.

The objective of this role is to ensure that all students have equitable access to high-quality, inclusive education, in alignment with the Dubai Inclusive Education Policy Framework and the inclusive ethos of GEMS Education.

Key Responsibilities:

Strategic Leadership & Planning

• Develop and implement a whole-school inclusion policy aligned with KHDA and UAE law.

• Lead the school’s inclusion vision and promote a culture of acceptance, equity, and personalized learning.

• Oversee data-driven strategies to identify, support, and track students with additional needs.

• Prepare and contribute to KHDA inspections, inclusive education reviews, and audits.

Student Support & Provision

• Ensure early identification and assessment of students with additional needs.

• Develop and monitor Individual Education Plans (IEPs), Behaviour Support Plans, and Personalised Learning Plans (PLPs).

• Ensure targeted interventions are implemented and evaluated for impact.

• Support transition planning for students with SEND across key stages.

Staff Leadership & Development

• Lead and manage a team of Inclusion Support Teachers (ISTs), Learning Support Assistants (LSAs), and specialist staff.

• Deliver regular CPD on inclusive practices, differentiation, and classroom accommodations.

• Collaborate with teachers to embed inclusive teaching strategies across the curriculum.

Compliance & Documentation

• Ensure the school’s inclusion practice is compliant with the Dubai Inclusive Education Policy Framework, KHDA guidelines, and relevant UAE laws.

• Maintain accurate and confidential records of students with SEND and those receiving interventions.

• Liaise with external professionals (e.g., therapists, psychologists, medical professionals) as required.

Family & Community Engagement

• Act as the main point of contact for parents/carers of students with additional needs.

• Organise and lead meetings with families, ensuring open and effective communication.

• Facilitate parent training and workshops on supporting learning at home.

Skills

 • Bachelor’s degree in Education (mandatory). • Bachelor’s degree in Education (mandatory).

• Postgraduate qualification in Special Education, Inclusion, or SEN Coordination (e.g. NASENCO or equivalent).

• KHDA-approved Inclusion qualification (or willingness to obtain one). • Master’s degree (desirable).

Experience: • Minimum of 5 years’ teaching experience, including leadership in an inclusive setting.

• Proven track record of managing inclusion in a high-performing school (preferably in the UAE).

• Familiarity with KHDA frameworks and UAE inclusion policy.
Skills & Competencies:

• Deep knowledge of inclusive education, SEND strategies, and differentiated instruction.

• Strong leadership, communication, and interpersonal skills.

• Ability to analyse and use data to inform decisions.

• Culturally responsive and sensitive to the diverse student population in Dubai.
